When there are clear indications circumstances will be too challenging for a child to remail at home, there should be earlier review of what a long-term plan of care might look like.

Sometimes, there are clear indications that families face very challenging circumstances— which will be too challenging for a child to remain at home.
When this is the case for a child, there should be earlier review of what a longer-term plan for their care might look like. This review should be done by the Hearing, in collaboration with the implementing authority.
