Early help and support for children and families must be provided, which is:
- appropriate,
- high quality, and
- accessible.
To make this happen, there must be:
- concerted and coordinated leadership around early help and support,
- oversight of the early help and support provided,
- investment in early help and support, and
- prioritisation of early help and support as an area.
The commitment to 5% preventative spend must be realised, and a national plan must set out how this will happen in Scotland by 2030.
