The preparation phase must give particular consideration to information to people working closely alongside the child, and to foster, kinship or adoptive parents.

The preparation phase before a Hearing takes place must give particular consideration to information held by the people who know the child best, including:
- those working closely alongside them, and
- foster, kinship or adoptive parents.
For this to happen, these people must be able to:
- take part in an appropriate way, and
- share their views.
Changes to law or policy may be needed to allow this to happen— especially around the definition of relevant person status.
