The Children's Hearing must be clearly seen as the principal legal decision-making forum for children, once grounds are established.

Children and families must understand the role of this system, as well as the value it has. They must understand how it relates to the other processes and meetings in their lives.

To help this, there must be a national review of several ongoing processes and meetings, including:

  • those around child protection, care, and support, and
  • review meetings.

This must identify where unnecessary duplication takes place, and where drift and delay are introduced.

It will also identify where information could – and should – be better shared with the Panel or Reporter. By collaborating in this way, it should be possible for more informed decisions to be made.
