There should be national standards for providing reports to Children's Hearings. This must be a priority.
Creating these national standards should involve developing a standardised pro forma report template. This should:
- work across all 32 local authorities, and
- capture all relevant information held by agencies and organisations.
Doing this will help Panels make decisions which are both:
- robust, and
- evidence-informed.
This should be operational across the Children’s Hearings System.
It should recognise the different approaches and assessments that exist across Scotland. But it should do this while creating a standardised reporting process.
And it must be led nationally, but include multi-agency and local authority representation.
