A presumption to attend, instead of an obligation
Currently, children have an obligation to attend their Hearing. This must be removed., and replaced with a presumption.

Currently, children have an obligation to attend their Hearing. This obligation must be removed.
Instead, there must be a presumption that a child will attend their Hearing— with some limitations. There must be no presumption that babies or infants will attend their Hearing.
