Work should be done to review the impact and effectiveness of help and support for families who work voluntarily alongside local authorities.
This must make sure there is no sense of a two-tier system— between children on legal orders, and children who are not.
It must also:
- improve outcomes for children and families, and
- uphold children and families’ right to help and support.
