Focus on Change: The Promise Scotland's new strategic workplan published

The Promise Scotland’s new strategic workplan Focus on Change is now live, covering the work of the organisation over the next 18 months.

The organisation will continue to fulfil its purpose to support the change demanded by the Independent Care Review and monitor Scotland’s progress to keep the promise. This will support those working to keep the promise to create change.

The strategy will see The Promise Scotland continuously develop specific, systematic learning on what works to create change. All learning will be shared with the aim of improving practices, cultures and policies across Scotland, and be directly aligned to the delivery of Plan 24-30.

Over the course of this strategic workplan, we will deliver across four areas:

1. Plan 24-30 – Detailed route map development
2. The Promise Story of Progress
3. Policy and Parliamentary Engagement
4. Support and Guidance to The Oversight Board and Independent Strategic Advisor

There will be key tasks in each of these areas over 2025/26, including:

Plan 24-30 – Detailed route map development

• Identifying the key parts of the ‘systems’ that are accountable for acting, and the stakeholders that can contribute to scoping these systems.
• Working alongside these stakeholders to develop route map content, promoting collective ownership and accountability.
• Convening groups to enable collaboration and learning – the development of route maps is an active process that will create change and improvement.

The Promise Story of Progress

• Working with Scottish Government and COSLA to develop methods to answer the questions on the impact felt by the care community and organisational progress.

Policy and Parliamentary Engagement

• Ensuring cross party support for the promise remains, through creating briefings, supporting MSPs and informing the development of party manifestos.
• Influencing local and national policy through Plan 24-30 route map development.
• Continuing work to support the Scottish Government in the development of an effective Promise Bill that delivers legislative, policy and practice change to keep the promise.

Support and Guidance to Oversight Board and Independent Strategic Advisor

• Supporting The Oversight Board in ways including governance, administration and communications support, as well as providing the information they request to reach a view on progress.
• Supporting the Independent Strategic Advisor to: 
• Communicate and develop Plan 24-30 and associated work.
• Gather feedback on Plan 24-30 to continuously update and improve the plan.
• Use The Promise Progress Framework to identify areas where work must be accelerated.
