The Promise Scotland welcomes publication of the Oversight Board's Report FOUR

On the publication of the Oversight Board for the promise's Report FOUR, Fraser McKinlay, chief executive of The Promise Scotland, said:

We welcome the publication of the Oversight Board for the promise’s latest report, which sets out the need for greater urgency in the delivery of the promise.

Report FOUR calls on the Scottish Parliament, the Scottish Government, local authorities and all partners to grasp this opportunity to show that Scotland can create real and lasting change in people's lives. Plans and activity matter only when they lead to the change Scotland promised.

There has been significant progress made in the last six years, but too much of what has been agreed and planned is not yet being experienced consistently.

There must be action from those with the responsibility, power and resources to make change happen. The final years to 2030 are about turning what Scotland already knows into decisions, action and delivery.

The Promise Scotland will continue to support that work, including what is required to implement the Children (Care, Care Experience and Services Planning) (Scotland) Act 2026.

Plan 24–30’s route maps provide Scotland with a shared delivery framework for the remaining journey to 2030. We will continue to work with those responsible for delivery to ensure there is absolute clarity on what needs to happen, where responsibility sits, and the barriers that remain.

Through the Promise Story of Progress, we will also continue to bring together evidence about what is changing, what is being learned and, crucially, whether that change is being experienced in people's lives.
