Plan 24-30’s route maps help organisations across Scotland understand what’s happening to keep the promise.

Plan 24-30 organises the 80+ actions from the Independent Care Review under the five foundations of the promise, resulting in 25 themes which set out where Scotland needs to be by 2030.

Each theme contains a route map— setting out what changes must happen, by when, and by who, for the promise to be kept by 2030.

About the route maps

The route maps are a crucial step in keeping the promise, outlining key milestones, initiatives, and timelines.

Plan 24-30’s route maps are already live and are being continuously reviewed and updated to capture the actions that are already progressing.

The next step is identifying the milestones up to 2030, which will make clear who is leading, what the action is and when work will begin. They will provide clarity on the national direction across the different areas to keep the promise. 

Where there are existing national plans or priorities, the route maps will help bring these together. This helps us see how different areas of work connect and support each other. 

The Promise Scotland has made supporting developing the content for route maps a priority for 2025.

How does The Promise Scotland support route map development?

Right now, The Promise Scotland is working closely with system leaders to develop route maps in: education; scrutiny and inspection; health; data; moving on; and lifelong support. With work underway or planned to work on the route maps for: justice, family support and where children live.  

With in this work, The Promise Scotland:

  • provides support to the Independent Strategic Advisor in her role to push for the urgent changes needed to keep the promise.
  • identifies those responsible and accountable for change, and works alongside them to develop route map content.
  • brings together groups to collaborate and learn, to make sure the development of route maps is a process that creates change and improvement.
  • Makes sure route maps are connected, ensuring support for children and families is joined up across systems.
  • Maintains and updates the Plan 24- 30 website – including route maps – to ensure it reflects planned and unplanned changes across Scotland.
