To understand progress on all conclusions of the Independent Care Review, there are three questions that need to be answered:

  • Does the ‘care community” feel the impact of the promise being kept?
  • How are organisations doing in their work to keep the promise?
  • How is Scotland doing in its progress towards keeping the promise?

When taken together, the answers to the three questions are collectively referred to as The Promise Story of Progress.

What’s The Promise Scotland doing around the Story of Progress?

The Promise Scotland, COSLA and the Scottish Government are jointly working to develop the methods required to answer these three questions now and in the future— so progress can be tracked and understood at all levels.

The first part of The Promise Story of Progress is The Promise Progress Framework. This was published in December 2024, and provides the frame for all three questions to be answered.

At publication, it was populated with national outcomes and indicators to begin to answer this question— ‘How is Scotland doing in its progress towards keeping the promise?’

What’s happening around the Story of Progress in 2025?

Over 2025, The Promise Scotland will work to ensure all three questions can be answered. This involves:

Developing outcomes and national indicators

We’re continuing to develop the outcomes and national indicators that are part of the Promise Progress Framework, which will also form a structure to answer all three questions.

Developing methods; beginning to answer the questions

We’re working with Scottish Government, COSLA, the care community and partners to develop methods and begin to answer the questions:

  • ‘Does the ‘care community’ feel the impact of the promise being kept?’
  • ‘How are organisations doing in their work to keep the promise?’

The Promise Scotland is leading on the question around if the care community feel the impact, working with partners to see what information is available already to answer the question.

Answering these questions requires collaboration from many people from across Scotland. Keep an eye out for updates later in 2025 on how people can help to tell Scotland’s Story of Progress.
