First Scaffolding Collaborative

The Promise Scotland's first Scaffolding Collaborative took place in August 2025, and included presentations from the following organisations:

North Ayrshire Council

Presentation on how capturing the voice of young people through engagement and participation networks enables them to develop relevant, meaningful resources and activities— including the ce4u app, which helps young people have easy access and stay connected to relevant information for them.

NHS Ayrshire and Arran

Presentation from members of the NHS Ayrshire and Arran Corporate Parenting Task Force on their experience of collaborating with partners across services to implement the Health Safety Check using quality improvement methodology— and the resulting impact on infants, children and young people, their carers, and staff within health and social care locally.

The Why Not Trust – The Village

Presentation on the Village community, which provides support to care experienced parents, breaking down barriers for them to engage in support that can help them to thrive.

South Ayrshire Health and Social Care Partnership

Presentation on the Small Steps to Wellbeing service, based within secondary education across the authority. This provides early intervention to young people to reduce the likelihood of statutory social work and SCRA input in their lives.

SCRA

Presentation on increased support for families to understand Children’s Hearings and reduce their anxiety. SCRA is now contacting families to let them know they need to come to a Hearing soon, and to:

  • find out when suits them to attend,
  • find out of they need any support traveling to the Hearing Centre,
  • find out if they need any support in participating with the Hearing.

Families outside presented on the staying connected project, which aimed to create a supported workforce around care-experienced children and young people with a sibling in prison or secure accommodation.

CYCJ

CYCJ presented on children and young people in conflict with the law.

ListenUpStorytelling

ListenUpStorytelling presented on their presentation on the CAKE methodology around storytelling, which takes people through four stages including:

  • Caring for self and others
  • Attending to what’s happening
  • Enabling and empowering
  • Keeping connected

Children First

Children First presented on Family Group Decision Making in Scotland.

ArtClub?

ArtClub? presented on the work they’ve done around creating a safe space for participation for children and young people.

Children’s Parliament

Children’s Parliament presented on children’s rights, and on their upcoming work involving younger care experienced children in service design.

Resources

In April 2024, The Promise Scotland held a webinar around Measures that Matter, making sure data is gathered and used in a way which relates to what children and families actually need.

Reports relevant to the session are collected below. They look at how Scotland can use data more effectively to keep the promise— by focusing on what matters to children and families. Specifically, they highlight innovative and ethical approaches to data use that:

  • centre lived experience
  • support early help, and
  • promote collaboration.

They draw on presentations from The Promise Scotland and What Matters to You (WM2U), in partnership with Dundee City Council and the Data for Children Collaborative. They also draw on the group discussions which followed the presentations.

The reports form a practical and reflective resource for policymakers, practitioners, analysts, and organisations across sectors.

They include examples of how data can be used not just to measure performance, but to drive learning, shape better services, and amplify the voices of children and families.

Foundation: Scaffolding 

The Scaffolding foundation considers the ways in which the ‘care system’ relates to – and is dependent on – other systems and structures.

Although these might often be considered as separate to the ‘care system’ itself, they can still have a significant impact on the lives of the people within it.

Some organisations and sectors may not consider themselves directly related to children and families— but work to keep the promise is still dependent on them.
