2025 marks the halfway point to keeping the promise.

In 2020, Scotland made a promise: that the conclusions of its Independent Care Review would be implemented in full.

On February 5 of that year, the then Scottish Government committed to keeping this promise by 2030 at the latest— a commitment affirmed by all parties within the Scottish Parliament.

Now, in 2025, Scotland’s at the halfway point to keeping that promise. More needs to happen, and the pace of change needs to increase.

But it’s still true that a lot of work has been done— nationally, and in local authorities across Scotland.
