Plan 24-30 is a dynamic plan of action.
Plan 24-30 launched on 20 June 2024 on a dedicated website. It is Scotland's plan to #KeepThePromise by 2030, setting out a route map on what needs to happen, who must act, and by when.
With its development led by the Independent Strategic Advisor for the promise, it’s Scotland’s plan for change— which belongs to everyone.
Plan 24-30 is faithful to the conclusions of the Independent Care Review.
It’s structured around the five foundations of the promise.
And it builds on the progress made so far in delivering Plan 21-24.
As the route to keeping the promise becomes clearer, the Plan will be updated— so that it keeps track of progress, and of what still needs to happen.

The Promise Scotland is committed to supporting Plan 24-30, through our ability to make connections, convene conversations, build bridges and help remove some of the barriers to change.
We will also be reflecting on our own role— refocusing to make sure we are playing our part in taking forward the change that needs to happen by 2030.

What must change

The promise that Scotland made to care experienced children and young people is built on five foundations: family, voice, care, people and scaffolding.
