The Promise Scotland's role in Plan 24-30

Plan 24-30 is Scotland’s plan to keep the promise by 2030.

The Promise Scotland’s primary role is to support those working to keep the promise to be able to use Plan 24-30 in planning and delivering work.

We also have a role in monitoring the progress of work to keep the promise via the Promise Story of Progress, and in supporting The Oversight Board in their role of reporting on progress.

Up until 2026, our main role is to ensure that the route maps on Plan 24-30 are fully developed, and that all three questions in the Promise Story of Progress have begun to be answered.

Developing Route Maps

Plan 24-30’s route maps help organisations across Scotland understand what’s happening to keep the promise.

Story of Progress

Three questions need to be answered to understand progress around the Independent Care Review. Together, they make up the Story of Progress.
